My Wife's Mother's health is failing fast and she nees to fly home to Philippines ASAP, she has her 10 year card and travelled to the Philippine Embassy last week to renew her Philippine Passport, but this could take up to 6 weeks,Any suggestions?

in germany, for situations like that you can usually get a temporary passport, or even the "express-passport" (ready within 24 hours, however 3 times as expensive as the regular one). maybe they have something like that there, too? just call and ask!

I agree or she can just ask for a 1 year extension of her passports expiration date, they can do that in a day if you have a good reason.
