NOA2 approved but petition retained at field office

My husband (in the US) applied for a green card for me, who is abroad. We received the NOA2 on January 28th 2013 and it has not been sent to NVC yet. We contacted both the USCIS and NVC. They both said that the petition was transferred to the Indianapolis field office and that it is retained by this office. Does anyone knows why this may happen? And what could we do at this point?

My husband has scheduled a meeting at the field office to see what they say, but we do not know if it is the proper strategy.

Any information and advise is welcome. Thanks,

Timeline

This is normal.

Most applications are transferred to field offices after they go to NBC.

Why they still have it? Well, that's a problem.

I suggest you continue with your infopass appt and tell them to send your stuff out.

Your husband sent an I-130 petition for you. He did not apply for a green card. Once that approved petition makes it to the NVC you can eventually pay the fees and do the immigrant visa application (DS-230).
