Think they introduced something on non-payroll income for Medicare with PPACA but for SS, it's payroll income only.

Yes. It is an "insurance program they paid for all their lives", so if you were forced to make contributions beyond which would qualify you for the maximum benefit, then that additional money could never be considered an insurance premium, but rather what it really is, a transfer of wealth, from hard working Americans to lazy old people, many of whom really don't need the money anyways.

Same reason nobody brings up means testing for senior wealthfare (sic) and healthcare.

If you look back at the statistics on before welfare and after, seniors were on average the ones living in poverty and children were not. Since SS its children living in poverty at the rates seniors used to be. It certainly was a transfer of wealth program to reduce poverty in one segment of our population. Any tax at all is a transfer of wealth, societies do this all the time. Its a matter of deciding what is important enough for us to commit to a transfer of wealth. Today I"d say the government is busy with many programs of transferring its citizens income into programs most don't want it to go to.
