Can you explain this one more time? Your words are a little confusing and there is too much missing information.

What I understand is

Your brother could not go to the interview because he is in school

They kept the kids school records?

His wife and child went to an appointment to report a birth in her country???

Was the appointment to get the child recognized as american?

What did your brother expect to get from the appointment?

Thanks for clarifying your post

Who is the US Citizen? Your brother or sister in law? If it's your brother who is the USC he really should have been there at the appointment. Missing class for something as important as this shouldn't be a big deal.

I don't know the last time the Embassy site was updated but according to this page: http://yemen.usembassy.gov/yemen/birth_abroad.html

"Additionally, the Department will no longer issue the DS-1350 Certification of Report of Birth Abroad. Instead, the Department will simply provide new FS-240s in response to requests for additional, replacement, or amended CRBAs.

In order to upgrade our systems for this change, all Embassies and Consulates worldwide are suspending CRBA adjudication until further directed by Consular management in Washington, DC. CRBA applications submitted during this period will be adjudicated as soon as possible."

Could be that the application will be processed at a later date.

I know when my brother did a report of birth abroad for his daughter, he had to return like a week later to get the passport along with the report of birth abroad document (similar to a birth certificate). Perhaps nothing is wrong and everything is alright. Maybe she missed this explanation and she is just waiting to hear from them by phone call about when to return for the passport and documents. Hopefully.
