I got my NOA 1 in june 2013, so I am aware that I have a long way ahead. However I have a question, does calling USCIS help ? is there anything they could do realistically in order for me to be in "lower" timelines ? My second question pertains to , how soon do we know if an RFE gets issued from USCIS ( not NVC).

I am petitioning for my father, I was just wondering if I could assume that my documents/translations have been accepted a month after my application was received.

06-25-13 NOA1 received

12-26-13 Notice Via Email and Texts petition transfered to Nebraska

01-20-14 Expedite with Nebraska

02-06-14 Text message NOA2 approved , waiting on hard copy

02-06-14 Email from USCIS , my file was transferred to NVC

02-10-14 NOA2 received

02-15-14 still waiting on case number from NVC

02-19-14 NVC received package from USCIS

02-19-14 I applied for expedite process with NVC

03-03-14 NVC assigned case and invoice number, but I am unable to log in

03-04-14 Able to log in. Completed father's DS 261

03-05-14 AOS fee available to be paid. I paid it online.

It's anybody's guess why some people get approved so quickly while others wait. There are many speculations on how USCIS operates, but they are just that - speculations.

I started calling after 2-3 months. Back then, the average processing time they quoted was 5.5 months. Calling the operators does nothing to speed up the process. The people on the phone are usually not even at the same location as the files. I just wanted to find out if the file was transferred to the local office, as that would then give me some idea of how long the approval would be (you can check workloads for local offices, but not timelines for I-130).

If there is some obvious problem with your application, you will find out about it right away and get rejection notification. The rejection reasons are: not signed, incorrect fee, improperly filed, and very few had insufficient funds and old form version.

If your case status is acceptance, the file then just sits there for months. You can't expect an RFE until they start working on it. Once they finally open your file, they will start background checks. That can take however long, but it everything comes back clear right away, the response (approval, rfe, or denial - but we won't think of that one) takes just a few weeks. It's not like they first check that everything is ok, and no RFE is needed, and then leave the file again for few months before they approve it.

So, when the time comes for them to look at your case, you either get rfe or approval, the time is about the same.
