I have some questions you guys...my parent (mom) she lived in a tiny small town back in the Philippines and I didn't use her address on either the USCIS petition and forms etc..I used my cousin's address in Manila since it will be the safest and faster way for the immigration to mail all the documents or whatnot for my mom. Now my question is, she applied for a police clearance back where she lived now and that's what I am gonna send for her papers on the NVC process...do I need to ask her to get a police clearance from Manila as well? She don't live in manila she just using my cousin's address since she's going to be there for interview. I am all confused now.please help!

Did you mom live anywhere outside the Philippines for 6 mos or over? If not, then don't be bothered by police clearance. She just need to secure an NBI clearance (green form) good for travel abroad.
