That is perfectly normal. The I.O. cannot make a decision; he can only make a recommendation. Every N-400 case has to be reviewed and signed off by a supervising officer. Becoming a US citizen is a tiny bit more involved then buying a box of condoms.

There is no room in this country for hyphenated Americanism. When I refer to hyphenated Americans, I do not refer to naturalized Americans. Some of the very best Americans I have ever known were naturalized Americans, Americans born abroad. But a hyphenated American is not an American at all . . . . The one absolutely certain way of bringing this nation to ruin, of preventing all possibility of its continuing to be a nation at all, would be to permit it to become a tangle of squabbling nationalities, an intricate knot of German-Americans, Irish-Americans, English-Americans, French-Americans, Scandinavian-Americans or Italian-Americans, each preserving its separate nationality, each at heart feeling more sympathy with Europeans of that nationality, than with the other citizens of the American Republic . . . . There is no such thing as a hyphenated American who is a good American. The only man who is a good American is the man who is an American and nothing else.

A friend that lived on the Illinois side close to St. Louis had to go to the Chicago office. Personnel working there were not very friendly, and maybe she wasn't either having to take a train all the way up there and pay a huge amount of money to stay in those way overpriced hotels. We have to go down there for the Colombian and Venezuelan consulates, they are not very friendly either. If they drive, dead tired already from all that traffic, or get robbed blind using the transit system, most with standing room only.

She did bring every bit of evidence that was required, but also received that notice about more evidence was required, they did not tell her what they wanted, but gave her an appointment to go up again to Chicago. That is when they told her they wanted a completely worthless joint utility bill, I am not lying about this. But they did let her mail that in to save yet another very expensive trip for her.

I hope this is not your situation, how far do you live from that office?
