does anyone know if student aid and grants, like the Pell grant, are considered the same as food stamps etc, and therefore an LPR like me, who came in on a K1 is NOT eligible to apply?

Your timeline and your question... Sorry, but I am confused More info. would help, at least me, anyways...

Not sure how to answer your response, but I'll try this -

I am considering attending a community college in order to get some qualifications so I can get a job. If I apply for Student assistance in the form of a grant or Federal Student Aid, I may considered ineligible due to the fact that my husband has signed an I864 saying I would not apply for assistance. Now I know that food stamps, and other Social benefits are not able to be collected by me without my husband then being billed for them and paying the Govt. back, but I am wondering if college fees assistance falls into the same category or not.

Does anyone know?

I can only speak for myself and from my personal experience... You are a LPR and are entitled to all the benefits. Applying for student loans/grants/benefits are kinds like applying for a used car loan in the USA. Either you meet the qualifications or not. You are good to go. In other words, applying for USA benefits will not have any effect regarding your current USCIS "residence" status... Thanks for the additional info.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

You are fine with that sort of thing. If they qualify you and you receive it, you are fine. Some grants may be USC only, you'd have to know the specifics, but they aren't in the same benefit class as food stamps and/or similar welfare systems.

12/27/2012 - Checked cashed by USCIS
12/31/2012 - Alien Number changed (NOA1 hardcopy in post, but was away for 2 weeks prior)

05/16/2013 - NOA2 received via text/email

05/20/2013 - NOA2 hardcopy received in post

05/28/2013 - NVC receives packet and assigns London case number

07/15/2013 - Sent all paperwork/medical complete

08/23/2013 - Receive Interview Date

sbb...where can one get information about which benefits are considered means-tested, and which not?

This is a list of all the benefits for which an I-864 holds the sponsor accountable. If a US citizen in the family qualifies for a benefit, it is my (likely incorrect) understanding that they can, but the non-citizen member is counted in such a manner that it's a disadvantage for the applicant (e.g. there are three of you in the household (1 citizen spouse, 1 non-citizen spouse, 1 citizen child), your income would count towards testing the means, but you would have to make the two-person threshold and your benefits would only be calculated based on a two person household), but don't hold me to that. I do, however, know people who got WIC for their children while in the US as an F-1.
