Follow To Join Eligibility

I am a USA citizen. My husband came to the us on a CR1 visa in November and did not include my stepdaughters. What would be the easiest process for us to bring my stepdaughters to the us? Can my husband do the Follow to join process for his daughters?

I don't mean to sound like a complete idiot since I already went through the whole process with my husband but I just noticed I sent a passport size photo of both myself and my husband in the initial i130 packet, do I need to do the same with my stepdaughters? Thank you again for your help, I want to do everything correct to make this process smoother than the last.

There isn't really a follow-to-join unless you filed for I-130 for the step-daughters initially and then just didn't follow-through with the interviews. Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
