My wife is now a US Citizen. She wants to bring her brother, his wife, and his kids here. Can this all be done at one time?

She applies now , the visa number will be available in about 12 years ( more for some countries ) and sibling, spouse and any children that are minors at that time can come.

After 12 years, if the kids age out (over 21), can the kids still accompany or not?

They will not travel as part of the sibling petition. They may be petitioned for by their parent when the parent gets here and they must be unmarried and stay that way. The additional wait is about 8 years

So if there is 2 kids, does that mean 4 I130's and 4 I130's fees?

no you will file one I130 for your brother, in 12 years depending on what his family looks like then you will pay X visa fees, X medical fees.

If some of his children are older when he arrives he will file Y 130's to cover them and about 8 years later they will have interview/visa fees and medical fees.

So when sh eis a citizen file 1 I130 , in 12 years if there are any under 21 kids

fees for interview and medical for sibling/spouse /under 21 children

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

The children would have to under 21 to be considered derivatives on the visa. If they are over 21 at the time a visa number becomes available they will not be able to come as derivatives and will need their own petition by their parents if they are eligible.

for your case, based on Visa bulletin , will be 12 yrs if you file from now. Pls notice that one month in present they (NVC) only work for one week in the past . That means your relatives may wait for 16yrs from now. Bad news but it is existed.

I assume your relatives have 10 yr old kid. there will be 10+16=26 > 21, fail when the time your petition is avalable

if their kid have 4 yr old , 4+16 = 20 , ok, they (all family) come in the same time.

Pls do not expect waiting time is 12yrs any more,
