How to file fiance visa if you are in other country?

i need some advise.. currently i am working in dubai and my country of origin is philippine, can may US citizen fiance file a fiance petition in the nearest us embassy in dubai?

May 17, 2013----------------- We filed I-129f

May 24 -------------------------- Noa1

June 4 -------------------------- Status # changed

Aug. 6 --------------------------- Transfer fr VSC to TSC

Sept. 5 ------------------------- Rfe per status

Sept 12------------------------- Rfe hard copy (2x2 pix of (p) should be normally wear clothings)Sept 12 ------------------------- Rfe reply

Sept 17 ------------------------- Rfe response review

Sept 23 ------------------------ Noa2 approved in 122 days from my NOA1 date.

Sept 24 ------------------------ Case shipped to DOS for visa processing

Sept 27 ------------------------ Noa2 hardcopy

Oct 7 --------------------------- MCN via phone call (USEM), CEAC status "in transit to consular section"

Oct 8 --------------------------- CEAC status "READY"

Oct 16-17---------------------- Medical (passed) thanks GOD;) 2 days

Oct 19 -------------------------- Received packet from embassy "good to go for interview"

Oct. 24 ------------------ CFO seminar done i got my cfo certificate;)

Oct 25 ------------------------- Interview USEM;)--by 8:30am VISA APPROVED;).. Thanks GOD [CEAC status-READY(am)/AP(pm)]

Oct 25-29------------------------CEAC status still AP, USTRAVELDOC status still with post

Nov. 4 ------------------------- CEAC am "READY" open case CEAC pm "AP", USTRAVELDOC status still with post

Nov. 5 ------------------------ CEAC am "AP" CEAC pm "ISSUED" , USTRAVELDOC status still with post<p>

Nov. 6 ------------------------ CEAC am "ISSUED",USTRAVELDOC status still with post

Nov 7 --------------- CEAC "Issued" USTRAVELDOC "received from consulate and currently processing for delivery"

Called ustraveldoc 10am my visa is already sent to the 2go courier for delivery

Called 2go call center exactly 4:30pm "to be delivery tom nov. 9" dey give me tracking no.;)

Nov 8 --------------- Received my visa packet 12:30nn tnx God;)

The petitioner can file from abroad (mine did, as have others). Don't know about local embassy for beneficiary though.

* I-130/CR-1 visa by Direct Consular Filing in London
3rd May 2013 - Married in London
7th May 2013 - I-130 filed
4th June 2013 - NOA2 (approved)
16th July 2013 - Interview (approved)
30th July 2013 - POE San Francisco
29th August 2013 - 2 year green card arrived

 

* How? Read my DCF London I-130 for CR1/IR1 Spouse Guide

* Removal of Conditions (RoC) via California Service Centre
1st May 2015 - 90 day RoC window opened
6th May 2015 - I-751 filed (delivered 8th May, cheque cashed 18th May)
7th August 2015 - Approved / GC production
27th August 2015 - 10 year green card arrived

* Naturalisation (Citizenship) via Phoenix Lockbox

* San Francisco Field Office:
1st May 2016 - N-400 window opened
20th August 2016 - N-400 filed
26th August 2016 - NOA1
13th September 2016 - Biometrics

12th January 2017 - Biometrics (again)
30th May 2017 - Interview (approved)
7th June 2017 - Oath

Your fiancé needs to send the I-129F packet to the U.S.

The USCIS in the U.S. processes petitions for fiancé(e) visas.

However, you can have your Embassy interview in Dubai if you want to.

Is he in Dubai?If he is,He should go back to States and petition you there.

The petitioner does not need to be in the U.S. to petition her.
