Hmm, this depends on the country, really. I know in Ecuador they wouldn't be caught dead giving someone married to a USC a tourist visa, even if an IR-1/CR-1 was being processed. Other countries (lik the UK, or Australia) do it easily. Maybe take this to the regional forums? Other Filipino filers should be able to give you a more accurate answer.

USC who lived in Manabí, Ecuador with hubby from 2009 - 2013. Hubby became a naturalized American citizen in August 2016. Currently living together in northern Virginia.

Sorry to say this so bluntly but dont waste your time or money on it... my wife just tried, she is in Fiji which I thought would help since there doesn't seem to be too many Fijians in the US... she went to the interview totally prepared with employer letter, leave approval, bank accounts, apartment contract and cultural ties such as family members living with her that she is putting through school... the CO didn't want to hear anything, just looked at the application and said I see you are married to a US Citizen and you intend to immigrate so under section bla bla bla you are denied.. interview lasted 10 minutes at the most.. thanks a lot Obama for the Dream Act

Sorry to say but Stevie B is right about this. You won't be able to overcome the 214b provision. Save yourself a lot of time, money and frustration and wait for your CR1 to be approved
