Poor people don't need new cars.

A Texas program that provides subsidies to low-income families whose cars have failed emissions tests is again accepting applications.

The AirCheckTexas Drive a Clean Machine program is open to residents of the Dallas-Fort Worth area who want to buy a new vehicle or a late-model used one to replace a car or truck that is more than 10 years old and can’t meet emissions standards.

Residents must meet income requirements to qualify for the funds, which are limited.

A family of four cannot earn more than $70,650 annually to qualify for the grants, which provide $3,000 vouchers for the purchase of a newer, cleaner vehicle.

Residents can get $3,500 toward the purchase of a hybrid, electric or natural-gas powered vehicle.

Since 2002, the state has helped purchase 28,504 vehicles to replace old ones, helping Texas to move closer to compliance with federal clean-air rules, officials say.

A smaller program provides vouchers of up to $600 to help repair vehicles that can be brought into compliance.

Texas didnt manage to make the dirty air top 11 list (but) California compensated by hitting the list 6 times (and took the top spot! Give that state a Nobel).

MORAL: Tough regulations don't give you clean air, just $4 gas prices

Hopefully their crapper-to-faucet drinking water program can compensate

As Southwestern California drifts off to the Northwest, will we in the part of California that is firmly attached to North America miss them much? Not hardly. We have all the water, and most of the oil, they have all the smog and most of the Okies.
