Handwritten Arabic Birth Certificate?

I am the USC sponsoring my husband. He was born in the Middle East and his birth certificate is a small booklet (in Arabic) - the first page of which contains all of the information that a normal birth certificate should have. However, later on in the book is his immunization record. This appears to be how they kept their records at that time. The front of the booklet says "Central Registry" and "Birth Certificate" in Arabic. I also have the certified English translation of this document.

Does anybody know if NVC will accept this document as his birth certificate? Has anybody successfully submitted anything similar from other Arab/Middle Eastern countries?

I beleive as long as you have the translated version, thats all you need. My finace's birth Cert from Qatar is a bit different as well....
