I filed the I-751 last year March 26,2012 and got a RFE in November. I responded in December and up to this point we have not heard from them. I called USCIS and they said that it is still under Intial Review. Is this normal??? I am getting worry....I checked my status online and it says 30-45 delays.

call them and request a service request, and tell them it's beyond the processing time. insist on that. and hopefully somebody will review your file and approve it.

another way get your Congressman involved

another way is contacting the ombudsman -DHS [ http://www.dhs.gov/ombudsman-case-assistance ] . sometimes you need to push them to work on your case

day 2 -- 04/12/2012-- package was received.

day 43-- 05/23/2012-- Notice for an interview is received for 06/26 @ 2pm

day 63-- 06/12/2012-- Received a Text & email for an update- Card production EAD/AP

day 77-- 06/26/2012-- interview / approved on the spot.

day 86-- 07/05/2012-- Received my GC in the mail.

ROC

day 1 -- 04/07/2014 -- ROC Package delivered to VSC

day 16 -- 04/23/2014 -- Walk-in Bio.

day 197 -- 10/20/2014-- Approval Letter received dated 10/16/2014

day 202 -- 10/25/2014-- GC received

You should have a service request opened without any problem if you call USCIS. My RFE said that if you have not heard from them after 60 days since they receive your response, call the Natl Customer Service Center at 1-800-375-5283 (it's on the first page of the RFE if you still have a copy). Good luck; hope you hear back soon!

EDIT: I also remember reading about some folks filing for N-400 despite their ROC still dragging on. That way USCIS was forced to adjudicate ROC eventually. From what those VJers wrote, they were able to successfully apply for citizenship once their window opened, despite still not having had ROC approved. If you search the forum you should be able to find more info on that, although of course it may not make sense in your situation if you weren't intending to apply for citizenship at this time.
