Birth Certificate

My Mom was born in 1944. she does hot have a BC. I contacted her home town and was told the Government made all birth and death to be compulsory registered from 1960.

The concern authority are unable to provide any document .

I got her passport based on an self attested affivaiat with date of Birth , Village and Fathers name and Mothers name.

I am waiting for the 130 approval . NVC will require a BC... In this case please advice me..

I am amazed at how much NVC and the consulates know the specifics about each cocuntry. So if that was the law in your country then, they are aware of it. Try to get Certified documents from the government saying she was indeed born there and on that date to so and so parent but at the time of her birth, such documents were not being issued and you should be fine. Some countries have also established a department that just issues a certificate to those born in such era. The link below also tells you what to do officially.

Thanks a lot for the reply.

I am working with the state dept in getting a Non Availabity certificate for my mother. I will then support that with a affidivat explain "the reason" that the govt back in 1944 did not have a system to record the bith / dealth of an individual.

You can send affidavits with non availability document and that should work. Also, are there any other documents you can provide where her date of birth may be listed? Pan card? Ration card? Passport? I would try to add other documents like these as secondary evidence.
