Just recieved emails with DS-3032 and AOS Invoice - Questions

This basically repeats a thread I started in the China forum, but a poster suggested I ask over here:

NVC assigned wife'd case number two days ago, and I gave them our email addresses. In the last half-hour, I received emails for the DS-3032 and the AOS Invoice. I had my wife sign a DS-3032 at the start of February, and scan/send it to me. It's dated February 4, 2013. I'm wondering if that's too long ago.

Assuming the date on the DS-3032 isn't a problem, I'm wondering about the timing of my own emails. Can I send a single email now, with the filled-in DS-3032 AND opting in to Electronic Processing? Should I pay the AOS bill first? Should I send the DS-3032 email first, and then follow up with the OPTIN?

For China, the timing can be critical, so I want to make sure I don't mess up.

If you are concerned about the date on your DS-3032, just fill out the email template Saylin listed and send it that way. No signature needed.

OPT IN Email for Guangzhou IV is really specific. I am confused why to send a seperate email with the DS-3032, as the instructions state to include it as file attachment.

time and timing -

DS-3032 / OPTIN and

AOS fee bill and

IV fee bill

are seperate tracks, running loosely in parallel, with different 'start' times.

having the DS-3032 added to the casefile triggers the IV fee bill, so don't forget that part.

Are you reviewing the stuff I have in the wiki for NVC Electronic Processing?

Yes, I've read the Electronic Processing Wiki several times. And it's still not clear to me. You're always very helpful, and I know you try to be clear, but the instructions at the EP Wiki are ambiguous. Those instructions don't explicitly say to attach the DS-3032 to the OPTIN email. I can interpret the Wiki to mean that there's a "special email" for the DS-3032 and another special email for the OPTIN.

So let me ask you specifically: Are you saying that - for China EP, both the OPTIN and the DS-3032 should be included in the same email, with no specific mention of the DS-3032 in the subject or anywhere else in the body of the email? In other words, the OPTIN email for China should look like what follows between the dottend lines below (ONLY this, and nothing more)?:

Attachment: DS-3032 signed/date by beneficiary

Body of Email:

Beneficiary name

Beneficiary DOB

Beneficiary email address.

Petitioner name

Again, simply the above, and nothing more. Is that correct?

(Please note: I've asked several telephone agents at the NVC: "Does it matter from what email address the DS-3032 is sent? And every one has said, "It doesn't matter." Do you agree?)
