Because that's what happens.

The files are SUPPOSED to get transferred to field offices.

Well the USCIS told me yesterday it shouldn't have been transferred unless my husband is in the US (which he isn't.) She said she didn't know why it was transferred and I would receive something in the mail with further information in the next couple of weeks. My attorney then called USCIS and they told her - the aren't even sure if it was actually transferred. So I have no idea what's going on. I thought only my husband would be interviewed (at the embassy in London.)

Yes, this is a case of you talking to the wrong people and asking the wrong questions.

Transferring to field offices IS the norm now and most of the people on that call line are uneducated about it.

And unless you DEMAND them to look it up and INSIST that that is what happens now, you're going to get conflicting answers and incorrect answers.

So what are the "right questions" to ask?

So what are the "right questions" to ask?

more like the right things to demand

On phone with Tier 1 CSR Rep:

you- Hello, I'm fairly certain that my petition was transferred to a field office which you cannot see, may I please speak with a Tier 2 officer?

them- no, your petition hasn't been transferred

you- I realize you may see that, but if it HAS been transferred, you CANT see that, so can I please speak with a tier 2 supervisor

them- I can promise you it hasn't moved

you- I'm going to insist that you please transfer me

them (eventually)- I'm now transferring you

On phone with Tier 2 Officer:

you- Hello, the new procedure is for stand alone I-130s to be transferred to field offices, can you please confirm for me on what date my petition was transferred and to what field office?

them- I'm not sure where you heard that but your petition won't go to a field office unless they want to interview

you- I understand that that used to be the procedure, but as of august 15th, this was changed and ALL stand alone petitions, interview or not are transferred to a field office. I'd really appreciate it if you could just dig into the file a bit to confirm. Sometimes they don't transfer for a month or two, so it's possible it's still at NBC and I'd like confirmation of the day it's transferred to my field office if it has yet.

Then they'll put you on hold and look where they need to look to find out.

And they'll also inquire from someone else about new procedure.

If at this time, it's been transferred, you should have the information.

You can STILL get conflicting information at this point, but that should at least get you close enough to finding out if/when your petition is/was transferred.

And here is the definitive word on why and where files are being transferred: http://www.uscis.gov/portal/site/uscis/menuitem.5af9bb95919f35e66f614176543f6d1a/?vgnextoid=c3c7ca7c5fed9310VgnVCM100000082ca60aRCRD&vgnextchannel=e7801c2c9be44210VgnVCM100000082ca60aRCRD

Clearly some of the operators do NOT know what they are talking about.

IF your file has been transferred to your local office, an InfoPass appointment will be able to give you that info.

When hubby and I went the guy at the counter went back and personally confirmed our file was there.
