No they do not. As long as there is enough time left on your I-94 you can get a SSN. SSN is controlled by the Federal government, the state has no say in it. Also go get a state ID while your I-94 is still has plenty of time on it. This will smooth your transition to a drivers permit and license later.

If you change your name after you are married, you will have to change the name on your SS records as well, so if you are getting marreid soon--within 90 days for sure--you may want to wait unless you need it for some other reason in the meantime

If she has enough time, waiting is OK as long as they're not running into problems not having it. But while she has 90 days to get married, she best not wait more than 60 days to apply for the SSN and State ID. Right now she has a document in hand that allows her to get both. When she hits the 60 day mark, getting either can get risky. Hit the 75 day mark and she'll be waiting to at least get her EAD before she can get either the SSN or the State ID. Both of which changing the name on is rather easy with a Minnesota marriage certificate, which shows the names before and after marriage of both parties clearly. Granted it might take another trip down to the office, but its getting the number that is most important.

Sorry about that, I wasn't sure who was the immigrant and assumed. Even easier when you don't need to worry about name changes :) I'm not sure from your post if he also got a State ID. I'd recommend it, if he intends to start learning to drive here. Even if not, having the ID is almost expected in many places. I was going into a club with my wife a couple months back that was carding everyone. And an obviously in at least their 50's couple from the UK were trying to get in using their passports. They turned them away. I think the bouncer checking was a real jerk for that, but things like that happen No state ID or license and they won't accept other forms of ID.
