I 130 for mother step 1

Good day all knowledgeable people. I am a naturalized citizen trying to bring my mother to US. She has a valid B2 visa. Thinking about bringing her here and then file I 130 while she is in the USA. Read in one of the posts that it will be considered a fraud but can't find anything else on this topic. Can she be in the USA on a B2 visa while we file I 130? Thank you.

She can come here using her B-2 and you can file the I-130 whether she is here or not, providing she will return to her home country at the end of her authorised stay.

Entering the US on a nonimmigrant visa with the preconceived intent to remain would constitute visa fraud.
