Hi,

A cover letter is not required by USCIS, but I would recommend it. Its a good way to help you organize your documents and let USCIS know what is included in the petition. I sent one for my I-130.

No, but a cover letter is a good thing for you to be sure that you have included everything that you need. As you write the letter, it in fact becomes a checklist.

It has no meaning to USCIS--they will take apart your package, reassemble it in the order they want, and then scan everything into their computers, so any tabs, staples, binders that make it look pretty and organized are of no use as wll.
