Yes, you can. We just went to DMV to apply the other day. DMV clerk asked for both EAD and SSN card.

You can easily pass the CA Driver License test. All the answers of the tests are on Youtube.

You will need a social security number to apply for a CA driver's license (and I think also for a CA state ID). If you don't have one yet, take your EAD card to the social security office and apply for one. It takes 10 days or so to get the card in the mail, but you can go back to the SS office just 2 or 3 days after applying and they will give you the number.
