My NOA2 was allowed Oct 2 and forwarded to NVC. I never got an email or letter so i called the recently and they said it was allowed and forwarded on to Moscow 10/17. They gav me the number also. They gave you your Moscow case number? The next step is going to come from the consulate. That would be where I would check....

YMMV

Yeah, buy a phone card and call the Moscow consulate...that's what I would do. I got the packet 3 information from someone going through the same consulate as my fiance (Seoul) and my fiance filled out the paperwork before they even received the case. As soon as the embassy told me they had the case, we faxed over the required paperwork and requested an interview before they even sent us the electronic packet 3. This may not work for the Moscow consulate, but it's worth checking into.
