On the DS230 what is line 19, 20, 24 and 25 referring ..Is it the beneficiary's parents or the USC parents? However am i to fill part ii then sign only part 1 or should i just fill part 1 alone and sign?

It's all about the beneficiary (and therefore his/her parents). Remember it's a visa for them, not for USC.

The beneficiary (is that you?) fill out both parts (1 and 2) but only sign part 1.

In line 31a And 31b what should i fill in there? because me and my spouse have no child yet so what should i fill in there? However in PART2 whose the petitioner, is it the beneficiary or USC? please further clarify me.

Put NA or None in line 31a and 31b.

During this process and on forms relating to it:

The petitioner is always the USC.

The beneficiary is always the foreign spouse.

The visa applicant is the foreign spouse.

In part 2 it talked about the petitioner so I should fill in my USC data or mine?

Question 39 is petitioner (USC) information.

Everything else is the foreign spouse.

Do Not sign part 2. Foreign spouse will sign at the embassy/consulate at/after the interview.
