Regardless of all that, since it is now clear that London Field Office has jurisdiction over your 130, you need to send in your expedited request to them for processing ASAP. Once they approve it, they will forward it to the NVC for visa processing.

Oh, I hope they not send it on to NVC for further processing, at all.

I hope that LONDON IV Unit handles intake on the Immigrant Visa stuff, instead.

Why would they forward it to NVC, when London handles DCF intake and processing for the petition and the visa application?

Sure, it's two different offices inside the same building - USCIS and DoS, but ... but....

So she really needs to go down to where ever it is that she was referring to when she said I can get proof of residency I just havent done it yet, and do it- like right now, in case London asks for it, because if they do, she must present it, or they wont process her.

NOLA - I reread the London Letter - they will be shipping it off to Denmark IV for further processing after 'casefile processing'. If that solely means I-130 adjudication - so be it.

Still unsure where the Immigrant Visa stuff will be taken, but I'm betting Denmark IV will handle it, for the moment. I could be wrong, of course - and it get shifted through to the DoS OFfice in London IV.

It should be Stockholm, Sweden i think that will handle it after London are done. Denmark no longer handle this stuff..

I think London will do USCIS processing and also NVC processing and then they'll ship it off to Stockholm since Denamark doesn't even do IV interviews.

My best guess is I-130 adjudicated in London -> Fedex to Stockholm -> Stockholm IV handles AOS and other stuff

Although, I have no idea. Whatever happens behind the curtain is not my concern as long as stuff gets done.

I now have an image of some guy in the London office pulling levers and shouting "Pay no attention to the man behind the curtain!" into a megaphone. Seriously, though, I'm so happy that someone, somewhere, has FINALLY gotten their finger out and is doing something about your application. It'll be interesting to see who handles what. Keep us posted and hey, maybe you'll end up beating us all at the finish line!

So the letters arrived. Please note the first letter from NBC saying that they Hartford Field Office has jurisdiction dated on February 14th and the letter from the Hartford Field Office stating that USCIS doesn't have any jurisdiction AT ALL on February 15th. They were both sent to my address on record in Connecticut.

I'm in no way posting these to mock USCIS or the field office, but I hope that if anyone else has this issue and stumbles upon this thread that they'll get some information.

That's really bizarre! A lot of couples file from abroad, but I've never heard of that happpening before. I wonder what they would've done if you'd be in South America? There are no DCF options down here to make up for their errors... It would've probably just fallen into a black hole. It's a bit creepy how much of a mess they made.
