USC brother is going to file i-130 for Canadian citizen borther.

Benificicary was inadmissible due to (Mispresntation/Fruad). Waiver D3 was granted and he is traveling to USA with no problem.

Immigration waiver I-160 availble for immediate femalies ? If this right then Should USC brother file for Petition or it is just west of time. If waiver available at what stage benificicary needs to apply.

If anyone can help here I know time line for F4 is 12+ years.

Download I-601 and see instructions before filing I-130 for brother.

Thanks for your response i had a look on I-1601 but still confused because it says I-601 only for immediate family members like spouse, parents or son. There is nothing for brothers and sisters f4 category.

Also benificary has to wait for consular interview notification.
