Yes you can apply while you're in Canada.

As for the visits during the K1. I visited my fiance 2 times for five weeks each. My POE was Mineapolis and I've always been upfront about the K1. Just told them I was engaged, that I had all the paperwork with me (all the K1 paperwork copies and also "proof" of my ties with Holland) and they were always really supportive and nice and let me in.

I understand you don't want to be seperated for so long again! Hope you two can figure out a way. Unfortunately we couldn't and are still doing long distance.. But visa got approved really fast (within 7 months) so now I'm free to move to the United States.
