Do i expect RFE if the birthcertificates of my parents are late register coz the NSO in the Philippines dont have records on their birth? Iam about to send the DS 230 and civil documents.any advice?

and can I send already the DS 230 and civil documents while my paid status online is IN PROCRESS..I can print my coverpage though
