$4000 in the bank won't be enough. Plus, when using savings/ assets, they like you to be comfortably over. So you made exactly $18'000 last year? Did you get a raise or might you get one soon that means you will make more this year?

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

your money is a bank account is not enough. my sweetheart which is my current husband right now has more than 15,000$ in his bank account plus his assets. so generally, I passed a record of his saving from bank account and copy of his assets that is convertible to money, such as title of cars under his name. I also took with me his tax transcript in the interview and everything went smooth plus a lot of prayers :).

those 18,000$ should be in you bank account. CO likes to see that written in a paper and don't forget to get a statement from one of the bankers or official from your bank account in case you made that money in a short period of time and send it to your sweetheart. You need to get a co-sponsor but if your sweetheart is from Philippines, I'm not sure if they want to see a co-sponsor because from what I know the US embassy in Philippines don't accept a co-sponsor. My husband wanted to do that before but he didn't. If you wanna try to get a co-sponsor it's up to you, you don't have to take my words for that.

The guidelines do not apply to consulates for the I-134. There ARE NO guidelines for the I-134. Consulates must be satisfied that your fiance will not become a public charge. Some consulates use the guidelines for the I-864p, others do not and they do not tell you if they do.

It seems to be a practice on VJ to assume that if you "make enough" according to those guidelines, you will "be OK". Maybe. The fact that there IS NO standard carved in stone is NOT to your advantage when you have borderline income. Be advised they can just say "Meh, no." and the visa is denied.

When using assets, cash in the bank is not such a great one and many consulates simply do not even count it, they don't have to consider ANY asset if they do not want to. Cash too easily comes and goes. Especially when someone has "borderline" income and borderline income is in no way enough to actually survive. Your $4000 will evapaorate before he receives his green card. If replacing all the stuff he leaves behind doesn't eat it up, the AOS fee will finish it off.

Bottom line...

Your income is very borderline, your assets are very "liquid" and could just go away by swiping an ATM card anywhere in the world.

I would not feel comfortable going to the interview without a co-sponsor.

Good news? Kiev is not particularly difficult in this matter, they DO go by CURRENT income, not by last year's tax return (but include a copy of it anyway) so if your income has improved, even recently, that will be in your favor.

i can't ask you what a CO would find adequate, but if you were the one filling out the affidavit with 18,000/year- then what ammount of assets would make you feel comfortable with the application? (let's ignore a co-sponsor for the moment)

If I were filling out an affidavit with $18,000 per year annual income...I would tear up the affidavit until I got a better job. I also would never ask someone else to be a co-sponsor for my wife, if I cannot support her myself then I do not need to be getting married.

That is not a judgement about what other people do

You asked specifically what I would do.
