It appears that California has plenty of broom pushers, but nobody qualified to revamp a simple little gas line and a couple of compressors.

So they have to import someone to do it.

I could never hope to achieve anything close to the brilliant mathematical analysis from you and your pal that concludes there can be higher consumption than production of anything. Complete with a nice chart showing that yes this is possible.
