My fiancee studied in Brasil for about 1 year, nearly 3 years ago.

She's not brazilian, and she's trying to obtain the brazilian police certificate through a brazilian contact who has a power of attorney for that purpose. Nevertheless, the travel.state.gov site explains that

"If the applicant is residing outside Brazil, it is highly unlikely that he/she will get the Police certificate"
.

What if, in spite of trying, she doesn't get to obtain this certificate? Can the embassy deny the visa?

Even if the American Administration is aware of the fact that obtaining that document when you're residing our of Brasil is "very unlikely"?

We're not on interview process yet, but we would like to avoid any problem. Has anyone on VJ been in that situation? We would like to know about similar experiences and/or your opinions.

Well for my experience i spent 2 years in Guatemala as a "tourist" and when i sent my documents to NVC they sent me a RFE stating that i needed a Police Certificate from Guatemala, what i did was that i wrote a letter saying that i was not able by any chance to get this certificate and i explain them why, they accepted my letter and at the interview they did not question me about this neither
