Package 3 contents

Heyo Guys,

So I got my package 3, perused it, faxed the DS-230, and settled in to go over the checklist and confirm I'd gotten everything together for it. And then I discovered the problem. I am missing part of the checklist, or more specifically, part of the instructions. What I'm referring to is this page: "VISA INSTRUCTIONS FOR FIANCE(E) NONIMMIGRANT VISA APPLICANTS." What mine looks like is a single page, single-sided. It has a step one and step two, which is the checklist. However, step two says to read steps 3 and 4 before returning the checklist. I have no pages anywhere with more steps on them. Maybe this was to be a double-sided page and they only photocopied one side?? Anyways I emailed the Consulate asking for clarification. However, it'll probably be a while before I get any response on that and even longer before I get the missing page(s) in the mail, and I want to get everything done and sent back ASAP. I'm really hoping that someone here could summarize what I'm missing for me so I don't have to wait. The last instruction I have is the photograph requirement on the checklist, so it's possible that I am missing more of the checklist too. Help would really, REALLY be appreciated! We're in a pickle until we can get the rest of this info!
