Confusion between Packet 3 Embassy Letter and Website

Hi all. I hope someone can help me figure this out.

I received the instructions for the Packet 3 from the Montreal Embassy for filing the paperwork for the K1 Visa and it says that one of the things I need to send in is the confirmation receipt regarding Form DS-160. It gives me the website I should go to submit this online (https://ceac.state.gov/genniv/). So far so good.

I log into that website and go to the instructions for the DS-160 and there is a link where it says the K1 visa should NOT use the DS-160 but that I should use the DS156 instead. The Packet 3 lists the DS-156 and DS-156K for me to complete and send into the embassy in addition to the DS-160. CONFUSION !!!

The packet letter says I need to send in confirmation of submitting this form online but the website says I should not use this form as part of the K1 Visa submission.

Which is it ? I've attached both the excerpt from the Packet 3 letter and the website instructions.

You have to send in your forms 156 and 156 k and you have to do the ds-160 and submit it online. It will give you a confirmation sheet at the end to print off.
