Submit DS-230 before the IV Bill is generated

Guys, anyone done this. I have my DS-230 Prepared, and all ready to be mailed in. I am waiting for the IV Bill to be generated so that I could pay, not sure how long is the wait. However, I was wondering if I could mail my DS-230 Packet now, and pay online when the IV Bill is Generated. OR Submit a check along with the DS-230 Package. Please advice. Just trying to save some time and beat the rush if possible

First Pay IV fee, then submit DS-230 Only! Dont rush, it may cause more delay.

I'm at the same step. I've read some threads, all saying pay IV first. Don't know why, but that's safe. (Now the database is down )

What do you mean by database down?

The reason we pay IV bill first is cos it generates a bar code which also serves as confirmation of payment. If you don't include IV bar code cover sheet,it will significantly delay processing times.

Yup, that is the main reasonwe need to wait until it is shown paid so we can print out the bar-code sheet for PacketVI

Last Friday I called because my IV fee payment had not yet posted. (Still hasn't and now the page says there is a database error.) The women I talked to says it could take some time for the fee to posted. Then I asked her if I could send in my IV package and she said yes but I should include a cover sheet and said it could be the same as for the AOS. So that is what I did (removing the reference to the AOS dept.) I hope there isn't much of a delay? How long does it normally take now to get the IV application approved once it has been submitted?

i just submitted yesterday too but my AOS package took 10 days to be reviewed.
