What type of visa did you petition for?

Why was it sent back?

Are you sure they sent it "to another u.s consular office" (ie not Haiti)? Or do another USCIS office within the USA?

** Moving from Bringing Family to Waivers, as OP's case was initially denied ***

What is the exact wording of the email (taking out the actual names and case numbers)? If it actualy says CONSULAR office, then it looks like your case was re-affirmed and is being sent to the embassy for a second interview.

If you have a receipt number and go here: http://www.uscis.gov/portal/site/uscis there is a place at the top left to enter the number and get a status update. Or you could try calling the Department of State: 202-663-1225
