LOS ANGELES (KTLA) — Stretched thin by the search for a fugitive ex-cop and extra security for the Grammy Awards, Los Angeles police on Sunday afternoon declared a citywide tactical alert.

The alert was one of several that have been called over the last week as law enforcement agencies across Southern California have been searching for Christopher Jordan Dorner, who is suspected of killing an Irvine couple and a Riverside police officer.

Sunday’s tactical alert was declared shortly after 2 p.m. In a tactical alert, officers can be held over on their shifts and do not respond to low-priority radio calls.

Also Sunday, Mayor Antonio Villaraigosa announced a $1 million reward for information leading to the arrest of Dorner.

“This search is not a matter of if, but a matter of when,” Villaraigosa said. “And I want Christopher Dorner to know that.”

The reward was the largest ever offered in Southern California, police chief Charlie Beck said.

The LAPD offered a tip line for anyone with information about Dorner: 213-486-6860.

The announcement of the reward comes after Beck said that the LAPD is reopening an investigation into the firing of Christopher Jordan Dorner.

According to his manifesto published online, Dorner’s 2009 dismissal from the department is apparently fueling his rampage across Southern California that has killed three people.

Beck said he was not reopening the case in order to appease Dorner.

“He’s not opening it because of the accusations,” LAPD Commander Andrew Smith said about Chief Beck’s decision. “He’s doing it because he wanted to ensure the public knows the LAPD is fair and transparent.”

Police say that Dorner has killed three people and injured others in a campaign to take revenge on those he blamed for his dismissal from the LAPD four years ago.

Investigators are scrutinizing a conspiracy-laden manifesto published on what they believe was Dorner’s Facebook page.

The screed threatened “unconventional and asymmetrical warfare” against police officers and their families, saying that Dorner has no choice but to kill to reclaim his damaged reputation.

Police accuse him of killing the daughter of a retired LAPD captain and her fiance, who were found shot to death last Sunday in a car in Irvine. While on the run, police said, Dorner shot three police officers, one fatally, in Riverside County.

No one has seen Dorner or his tracks since his truck was found in Big Bear on Thursday and local residents are beginning to believe he got out of town before police locked down the area.

“Dorner’s actions may cause a pause in our increasingly positive relationship with the community but, it will not stop our commitment to provide courteous, professional and constitutional policing to each individual this Department makes contact with,” Beck said in a statement.
