CENOMAR is the certificate of NO marriage in the Philippines. You both will definitely need it prior to the marriage. It can be obtained from your local NSO office and yes a foreigner needs one also. Been there, done that.

Wrong info, USC not required to have CENOMAR. How? I'm naturalized Citizen and Filipino by birth and never required one.

Don't be so fast to say wrong info. It is on the marriage checklist issued by City Health to receive a marriage license in the Philippines by a foreigner. My wife is Filipina by birth and she was required to have one also. So my statements are the facts as pertaining to my getting married in the Philippines.

Maybe you haven't been to City Health to get a apply for a marriage license and don't really know the CURRENT requirements. I will be picking up the marriage license this Friday.

This could be true to your case but you're confusing the OP and the one I've replied to which are K1 and not IR1 or DCF
