AP after P4 letter but before interview?

I am posting this question on my friend's behalf.

The USC husband petitions for his Chinese wife. Her case has gone very smoothly until yesterday. This is their brief timeline: MSC filer, NOA1 on Oct 8th, NOA2 on Dec 7th, case # assigned on Jan 2nd, Opt-ined EP, Sent 2 bills on Jan 8th, sent AOS and IV packages on Jan 15th, got P4 letter(with interview date scheduled on March 13th) on Jan 24th.

She started to check case status since NOA2 on this site: https://ceac.state.gov/CEACStatTracker/Status.aspx

Before she got the P4 letter her case showed up as "processing at NVC". on Jan 24th she got her P4 letter and checked on the site, case showed "return data failed"; On Jan 27th she checked again, case showed up as "ready"; today she checked again, her case changes into "Administrative Processing"!!

Her interview date is scheduled on March 13th. Why does she get an AP before the interview but after the interview has been scheduled? Is it normal?

IMO, is data error. Massive changes to this portal recently, and I'm convinced they did it right the first time, much less the eleventh time. In essence, the portal is buggy. It's nice to use, you see some movement, but in some cases there are data errors.

For clarity, call the DoS Hotline (# in my profile, left panel) and ask for casefile status.
