My fiance'e is having a lot of problems getting her passport . She said she just walked in without a appointment . Which i read is a requirement of the DFA to make a confirmed appointment . She has 1 Digital ID (Phil Health ID) and the 3 supporting documents . They are telling her that she needs 2 digital ID's to get her passport . I am going to file the I-129F next week and her SSS ID will not be there until at least July or Aug. This may cause a delay with her interview as she will not pass it without her passport . I read on the DFA site " The Department may require additional supporting documents as may be necessary, especially for applicants with dual citizenship and with foreignsounding family names to prove citizenship " her last name is Tambis and she has no duel citizenship . I don't understand why this has become so difficult . Does this happen often in the Philippines ? They said she is not a student or a overseas worker , so she needs 2 digital ID's . Are they dishonest and looking for a pay out ? Has anyone experienced a problem like this ? The office is in Tacloban . How long does the drivers ID take ?

She can try getting Digitized BIR ID. I am not sure how long it takes. As per experience with the SSS, their ID system is totally unreliable. Together with that she can also get an NBI clearance and an NSO Issued Birth Certificate.

No. They are not looking for a pay out. My brother had the same experience and he had an appointment. You can applu for a driver's license and you will be able to get it the same day. At least thats how it works in Manila - there shouldn't be a big difference (refering to the driver's license).

1) Go to your local BIR office, make sure you take your birth certificate with you.

2) Grab the TIN application form relevant to your situation. If you're applying under E.O. 98 you'll need form 1904.

3) Fill the form out and hand it in at the counter along with your existing ID (remember all you need if submitting under E.O. 98 is your birth certificate)

4) Wait and you'll be given your TIN (that's Tax Identification Number)

5)Now request your BIR ID (digitized ID card to which you are entitled under E.O. 98)

6) Provided the office isn't too busy you may be able to get your ID card with 1 hour%u2026if they are busy you may need to come back the next day.

Now you've got an ID that will let you transact with other government departments like the DFA

Seems pretty easy , but she told me she has a tin number which she used to open a bank account ? I did not understand that at all . I will tell her about this ID and hopefully this will be as easy as it appears to be .

She may have a TIN but not a Digitized ID.She can request to have a Digitized ID from the BIR using the same TIN. A BIR DIGITIZED ID has her picture in it. I got my ID too easy, I previously live in Tacloban too.

They are telling her she needs 2 ID's and 3 Documents . She never made an appointment just went there and got a number and waited . I have no idea where she is in the dfa at this point. Can she just start over with an appointment ? I think we will try with the appointment . Thanks

I think what she was told is that she needs another ID other than the Philhealth ID since Philhealth ID is not an acceptable ID's check the list for further details. She need to have 1 acceptable ID from the list and atleast 3 supporting document. As for DFA in Tacloban, you actually can go there w/o setting up an appointment since its not really as busy as in the Manila Area ( well, this was how I recall when I applied for my passport in Tacloban DFA last 2011 ).

You know i knew it was something like that . The distance and not fully understanding what exactly she needed was a problem . I wish i could be there during all of this . Anyway thank you so much I think you just solved our problem .

Careful with this advice as obtaining a TIN number is not so easy from my experiences. I had two situations, one where an ex gf of mine was trying to get a TIN number to obtain permitting for our businesses. She was told she needed an employer sponsor. It took some time with letter from our franchiser but we finally got it two weeks later. Now my fiancee who lives in a separate island than where I lived could not get a TIN number with an employer letter. The rest you stated is good stuff. Welcome to the Philippines where it works for one and not the other. Best bet for OP is to take her NSO birth certificate to NBI and get the clearance there. My fiancee did this and it worked a lot easier. It cost boat fare and two days in Cebu for her, but overall it got her the passport. Some day all of RP will be on the same page.

OP's fiancee do have a TIN already which she used to open up a bank account. that was how I got my TIN too. Getting a BIR ID is not difficult especially that she already have a TIN. NSO Birth Certificate and NBI clearance are just supporting document, she still need to have 1 Government Issued Picture ID.
