OP, this thread has its limits on what advice we can offer you. It seems like your mom participated in some sort of job action, then was retaliated against. And a little love note bordering on sexual harassment.

Now it's time for your mom to reassert herself. What would make her happy? Big bear is correct, when you bring the facts to HR (and it seems that you already did), they will likely have a meeting with you. May be some sort of mediation down the line. If your mom is satisfied with the outcome, then it stops there.

You have to give HR a chance to do their job. If after that, your mom still feels not satisfied, then you may further pursue the matter.

EEO rights and issues are taken very seriously, your mom's employer would be foolish if they didn't.
