h1b visa vs Employment-Based immigration

why they hire you and make L1 visa for you if they can hire from the US , they always need immigrant

Because the oil industry is currently in an extended boom and skilled and experienced staff are very difficult to recruit. Because my company has invested in my training for the last ten years and didn't want to lose that investment. Because moving me to the US and paying for my visa probably cost less then recruiting someone in the US. Because I know my company's proprietary processes and technology. And because I'm lucky.

Conversely, most accountancy firms prefer to train up their own staff when they have newly left college, so I think they'd be unlikely to recruit someone from outside the US and pay for their visa. Your cousin might possibly be able to find something, though. Good luck to him.

With L-1 he was already hired - just in another part of the world - as I was (came on L-1B). L-1s are for intracompany transferees, you have to be working at least for 1 year for the company that transfers you to US.

Regardless of that, it's an empty discussion. We are not going to hire your cousin, companies out there may or may not. Good luck to him...

cpa is the highest qualification in accounnting in USA and all over the world he make the cap & cma because its a good qualification everywhere, he is already working in his country but he is willing to work in USA

and by the way he didnt brooke any immigration law he is just coming to usa as tourist and will travel...... am just wondering if the H1B visa unavailabel whats the compannies do in these circumistances ????????????

They don't do anything either they wait or outsource their work or larger MNC get staff from outside US on L visa.
