direct consular filing in canada

Hi everyone

I am the USC I have been living in canada as a permanent residence for 2 years with my wife. I filed a I-130 for my wife so we can move to my hometown I was told by USCIS I had to file with the Chicago lockbox I did so on Jan17th I got NOA 1 saying it was sent to NBC. Was this the wrong info they gave me? On this site under guides US Citizen and Spouse both live/reside overseas it says direct consular filing that Current DCF procedures state that if a US Citizen lives overseas they may file the I-130 for a foreign spouse, child or parent at the US Consulate / USCIS Field Office governing their place of residence. In most cases permanent residence abroad must be legally established for a period of six months prior to submitting an I-130 petition.

Thanks for any help and info as we are hoping to move by mid year
