How to change Withholding Status Please guide

please guide me

one of my friends live in usa for 10 years

but he have not green card because his Status is Withholding

so he have many problem for this Status.

now please tell me is there any new way to solve or fix this problem ?

Witholding means he cannot adjust status. Would he consider moving to a third country if he feels unsafe in his home country?

he want to live and stay in america no other country

he go to usa legally, But his lawyer was not good and for this reason my friend till now have not green card and his Status is Withholding

so he want to get green card and stay is usa,

is there any way

No, there is not under normal circumstances.

You posted this in the AOS from Family visa- how did your friend get here, and does he have close family (parent, spouse) that are US citizens?

is Withholding including Obama reform ?

No, Obama's current immigration reform will not affect Witholding, unless possibly if your friend came here as a small child.
