Help on Translation of Words for Birth Certificate and Police Record

My future wife is heading home for Spring Festival and we expect NOA2 in April or May. She wants to get her birth certificate and Police report while she is in her home city. (small village in Fujian). She was born at home and from reading the posts looks like she will not be able to get a birth certificate. Visajourney posts recommend "get the parents to make a sworn statement, then notarize it, then translate it" Her English is very good but words like Sworn Statement and Notarize have her a little confused. As does Chinese Notarial Office for Translations. She thinks she could go to the office were they handle hukou in her village but is not sure where she would find the Chinese Notarial Office for Translations. Any idea of the "Chinese name" for this translation office? And recommendations for what the sworn statement should say? Here parents do not write so she would write for them and I assume they will have to go to the office to sign in front of official. Thanks in advance for any help, this site has been a life saver!

well, does she have a hukuo book, or no ?

or - is she listed in her parents' hukuo book?

what is the name of her city? tell me that, perhaps I can direct her to where the big psb is.

She is listed in her parents hukuo book. She is a graduate student in Haerbin (will she need a police report from that city also?). Her hometown is a village near Pingtan, Fujian, China. Island near Fuzhou.

she should be able to get a birth certificate, in chinese, no problem there.

the bigger problem will be to generate a white book for the birth certificate.

she'll be going to a bigger town for that, but still in the province.

I'll do some research, but - she should be able to easily get a chinese birth certificate. In fact, her parents can try this week.

re: the PCC - it's done in the province where her hukuo is registered. Does she have a transfer to hukuo to her university city, at all?

OK, she's back home and went to the office which manages her hukuo and the office made a copy of her hukuo "page" added a stamp and told her this is her birth certificate

and also shows she is not married. Is this correct, she will send me a picture in a few days when she gets to internet. Or does she need to do something else to get a "birth certificate" another office? I know she has to go to the Notary Office for Translation but I guess I am asking is this a Birth Certificate? Thanks!
