My case was at the NBC immediately until the date of approval just over three months later. When I spoke to a supervisor back at the end of October, he told me there was no special reason my case was there, it just was. And with the time frame for processing increasing at the service centers, I was grateful that it was at the NBC, since it was processed in around 100 days. That's way better than the 6 months they're indicating on the USCIS website. Hang in there.

Yes it does. I think they all do though, regardless of whether they go to a field office.

I called 2 days ago (1/30/2013) and my case is also still at NBC. I sincerely hope they transfer my case to my local office.

In case we get an RFE, it would be a whole lot easier to deal with at the local office since I can easily make an infopass appointment and they can actually reference my case. Also the Pitt office is so close to me I can practically walk there
