Hi guys i am a 19 yr old jamaican who is in the us on a visitors visa since december 2012,can my father who is a green card holder since 2009 petition for me and do i have to go back to my country?

You must go back before your say expires. It will take 3 years before a visa is avavilable for you.

Yes he can file for you but you must return home to Jamaica you cant stay here but you can continue to use your visitor visa to come and go. He can file the application as a LPR. Then he can apply for his citizenship to get you here much faster on his 5th anninervasry of LPR or 3 years if he is still married to a US citizen.
