is green card renewal related to tax?

Hi, i have a question about renewing my green card…

my green card was expired in July 2012. I am currently in Taiwan…

i filed I-90 online to renew my green card in Dec 2012, but until now i still haven't received the letter of appointment for taking the biometric… I know that it usually takes 1~2 weeks to get the letter of appointment.

i called USCIS, and they gave me a referral number. she said the letter will be mailed out within 15 days… if i don't receive it after 15 days, then call back...

I am still waiting for the letter… i have these questions:

1) what would cause this delay?

2) i always file tax return, but i haven't declared some of my properties in Taiwan. would this cause this delay? do you think USCIS notified IRS to do some check on me? If i entered US now, is there any chance i got caught or detained at the US custom?

3) last time I left US at the end of August 2012. i need to come back to US every 6 months, which means i will need to come back at the end of Feb 2013. If i don't receive the letter of appointment by then, should I still fly back to US?

4) The officer in USCIS said even my green card is expired, i can still come back to US to renew… just bring the letter "action of notice I-797" i received from USCIS after i filed the form I-90 online, then show it to airline company and US custom. Is that true i only need to show expired green card and that letter? just wanna confirmed…
