I file for I-90 March of last year and never received my biometrics notice in the mail and as a result my application was denied. USCIS claimed it was mailed but I don't think they did because I have never had issues with USPS with undelivered mail. Don't even bother calling their customer service hotline cause its useless and if they transfer you to an IO he'll just tell you to refile I-90 and pay the $450 unless you can prove that it was USCIS fault but you'll have to file a motion to reopen with evidence and pay a rediculous fee which will cost more than $450. In my case I just refile I-90 paid another $450 for a new GC on September, finally got my biometrics done.after waiting few months. Finally i saw my tracking number appeared. It was on Christmas eve Dec 24th,2012. But after waiting 3 more days, i checked my mail box carefully. It was lost again. I went to USPS,the mail man told me his truck was broken that day, he scaned my card on 5:23pm, and bring it back to the post office. And he scaned it again on 8:24pm to mail it again. How can they scaned my letter in other places not in frount of my mail box? it was lost again any way. so i got a infopass meet the local officer. He told me to file another I-90 without fee. I got my letter Jan 16th untill now. Still waiting for more information. This is my third Important was lost my USPS. Two was with my green Card inside. My husband and my Mom in law travel back to China for the Chinese New year. I canceled My trip, and Stay here by myself. I feel really Really upsite. What can i do now?

File a written complaint with USPS about dereliction of duty in delivering your mail and then ask USCIS if they can reissue the green card for delivery to their offices and go in and collect it. Obviously there is an issue with the local postal service and they should not be trusting to luck with your card.

These things ship out with a tracking #.

If you had the tracking #s on both shipments and USPS lost both shipments -

It's time to get busy with the Postmaster at your post office. THE postmaster, aye? Not one of the clerks - you want THE Postmaster.

Go in person, 3 times over a week, till the proper paperwork is filed with USPS.

Good Luck !
