If ever my child is no longer eligible for cspa and after getting my green card i will file a petition for her under f2b category retaining the old priority date, how long will it take for her petition be approve and be with us in the US.

When you file F2B a new priority date will be assigned to your son/daughter. They don't retain the F4 priority date.

For F2B Philippines it will take 10-11 YEARS before your son/daughter can immigrate. They should maintain their UNMARRIED/SINGLE status during the entire F2B process.

Ive read here that although children already out of age can still join their parents in the Us after the parents acquire their green card, parent can file a f2b petition for their children out of age and can retain the old priority date their parents had under f4 category my question is, how long will it take after the filing of f2b for this children to be with the parents

Based on what I last read, the law/legislation that you are hoping will allow your daughter to retain the original priority date of which she lost derivative status hasn't been passed. It still has to go some other circuits of the court and be approved before this specific law is passed. So as of today your daughter will get a new priority date and be placed in the F2B category until further notice.
