will there still be a need for an i-601 waiver for illegals and those that are in the process of waiting for a approval of an i-601 in country waiver, if amnesty is granted.

Personally, I would not hold your breath. If immigration reform does ever happen, it seems unlikely that it will be anytime soon. There is no amnesty. There is an item included in the current immigration reform proposal that may potentially allow spouses of US citizens who are eligible to file a waiver - not fiances - to pay a $2000 fine to their country's consulate in place of the actual waiver. It's impossible to know how this might pan out and what the actual implementation would like look or if it would apply to people currently in the US.
